Field note

What tools compare supplier quotes for heavy civil contractors in 2026?

Four kinds of tools compare supplier quotes for heavy-civil contractors in 2026: quote features inside estimating systems (HCSS HeavyBid, Trimble B2W Estimate, SharpeSoft, InEight), procurement and quote-reading software (Field Materials, Kojo, ProcurePro BidLevel), general AI assistants (ChatGPT, Claude), and done-for-you services such as Coffer. The best fit depends on where you want the work to happen and who does it. GC bid-management tools such as BuildingConnected and Procore solve a different job: inviting subcontractors to bid and leveling the subcontractor bids that come back.

Product details checked against each vendor's public pages on Oct 14, 2026. Vendors change these products often. Confirm with them, and test on your own quotes.

Is leveling supplier quotes the same job as leveling sub bids?

No. A self-perform civil contractor levels material quotes. Each supplier sends its own PDF, with its own descriptions, units and exclusions, and every line must be matched to the contractor's material list or resource codes before prices can be compared apples to apples.

A general contractor levels subcontractor bids. The subs usually price a bid form the GC wrote, so the rows already line up, and the work is checking scope, plugging gaps and picking a sub. Both are called leveling. They need different tools.

HCSS HeavyBid (Quote Management, HCSS AI)Estimating system with quote foldersHeavy-civil estimatorsUpload the quote to a quote folder. HCSS says HCSS AI pulls the prices and maps them to resource line items in the folder, and the estimator reviews, confirms or adjusts each price (Summer 2026 release, July 2026). What do estimating systems offer for vendor quotes?

Estimating systems keep the price where it is used. When a quote lands in the estimate itself, nothing has to be moved afterwards.

HCSS HeavyBid added AI quote extraction this year. In its Summer 2026 product release (July 2026), HCSS says an uploaded vendor quote has its prices pulled by HCSS AI and mapped to resource line items in the quote folder. Each automated number is marked, and the estimator reviews, confirms or adjusts it. In its fall 2026 release webinar (recorded Oct 8, 2026), HCSS announced a new quotes homepage that shows folders, vendor counts, selected prices and plug prices. Ownership changed too: Nemetschek completed its acquisition of HCSS on July 1, 2026.

Test HeavyBid's AI quote extraction on your own quotes, including scanned ones, revisions, alternates and quotes that cover only part of the list.

B2W Estimate, SharpeSoft and InEight all run RFQs and side-by-side quote comparison inside the estimate. B2W also detects pricing on import where it can. What to test in each is how a supplier's own PDF gets into the system's structure, and how much of that is still typing.

What do procurement and quote-reading tools offer?

These tools start from the quote documents and carry the work further, toward the purchase order and the invoice.

Field Materials says it requests quotes from a bill of materials, matches quote PDF lines to the RFQ list, learns material aliases, levels quotes and recommends options by price and lead time, creates POs, and matches invoices to POs and delivery records. Its civil page lists civil and underground utility case studies. Kojo says it is built for trade contractors such as electrical, mechanical and plumbing. It reads a vendor's quote PDF so you can compare quotes without retyping, drafts RFQs and POs, and flags an invoice that does not match the PO. BidLevel reads supplier quotes, builds one comparison and exports it to Excel.

All three are software your team runs.

Where do GC bid-leveling tools fit?

BuildingConnected and Procore Bid Management are bid-management tools for general contractors: inviting subcontractors to bid and leveling the subcontractor bids that come back. If your problem is a stack of supplier PDFs that do not match your material list, that is a different step.

Can ChatGPT or Claude do this?

Yes, for a quote at a time, with a careful setup and a full check. See Can ChatGPT or Claude compare your vendor quotes? for a working prompt and the checks that matter.

Where does Coffer fit?

Coffer is a service, not another system to run. You send the material list and the vendor quotes that came back. Coffer reads, matches and levels every quote: it maps each line to your list or HeavyBid resource codes, keeps scope gaps and unit differences visible, and returns the comparison sheet in your workbook with PO drafts. It recommends a carry for each row and shows why. Your estimator makes the final carry decision. Your learnings stay yours and export whenever you need.

Coffer works beside HeavyBid and does not replace it. Today, moving confirmed prices into HeavyBid follows your current import or entry process.

A $300M self-perform civil contractor in Texas is moving into deployment after seeing it on their own bids.

How should you choose?

Run one past bid through the options you are considering, with the same quotes, and compare the results with what your team carried.

  • Who does the work? Your estimator, a buyer, or someone outside the firm.
  • Does every price trace back to its line on the source quote?
  • Are missing, extra and partly quoted items explicit?
  • Does the result land in the sheet and system you bid from?
  • What happens to what it learns? If the tool learns your vendors' descriptions, can you take those mappings with you?

What is the next step?

Send one past bid's material list and the supplier quotes that came back to declan@coffer.build, or use the contact form below. You get the mapped, leveled comparison back to set beside the other options.
