Field note

How do you level pipe and fittings supplier quotes for a sewer or water main bid?

Level them against your own material list, one row at a time, at your quantities and in your units. Compare fittings and their accessories as one package, fill every gap with the same number for each vendor and mark it, then add freight and other quote-level charges before you compare totals. A low cover-page total often means a supplier left something out.

Why don't pipe supplier quotes line up as they arrive?

Every supplier answers your material list in its own layout. Before two quotes compare apples to apples, expect these differences:

  • Words. 8IN DI PIPE CL 52 MJ and 8-Inch Ductile Iron Pipe, Class 52, MJ are the same item.
  • Units and quantities. FT, EA, RL (roll) and C (per hundred) bases, pipe rounded to full lengths, and quantities from the supplier's own takeoff.
  • Accessories. One supplier prices an MJ fitting with its gland, gasket and bolts. Another quotes them on separate lines.
  • Spec. A lower line can be a different pressure class, DR or joint type.
  • Quote-level terms. Freight, tax, minimums, the validity date and "priced at time of shipment" sit outside the line items.

The general method is in How should you compare material vendor quotes? This note covers what is specific to pipe, fittings and accessories.

How do you compare fittings when one supplier quotes accessories separately?

A mechanical joint (MJ) needs a gland, a gasket, and T-bolts with nuts. A restrained MJ joint uses a restraint gland in place of the standard gland. Suppliers package these parts differently, so compare the joint package, not the fitting line.

  1. Check how your list carries accessories: on their own row, or inside the fitting row.
  2. Map every supplier line to that row. Several lines can feed one row: a gasket and bolt set plus a restraint gland make one restrained accessory kit.
  3. When a supplier writes "accessories included", find out which ones. A standard gland does not restrain the joint.
  4. Compare fitting plus accessories. A bend that costs more but includes its accessories can be the lower package.

Which unit and quantity problems change the number?

  • Full lengths. Ductile iron pipe usually comes in 18- or 20-foot nominal lengths, and C900 PVC in 20-foot lengths. A quote of 126 FT against your 120 LF is seven 18-foot lengths. Carry the unit price and note the overage.
  • Do not divide the extension by your quantity. If a supplier quotes 3 valves and you need 4, the extended total divided by 4 prices the fourth valve at zero. Carry the quoted unit price and keep the shortfall visible.
  • Per-hundred pricing. A line priced C is per hundred units: $1,250.00 C is $12.50 each. M is per thousand.
  • Rolls and reels. Tracer wire, warning tape and poly encasement are often quoted by the roll. Converting RL to LF needs the roll length printed on the quote, not a guess.

What spec differences hide inside a lower price?

  • Ductile iron class. Thickness class (Class 52) and pressure class (PC350) are two ways to specify the wall. A PC350 line does not replace a Class 52 line until the project spec says it can.
  • Joint type. MJ, push-on, flanged and restrained joints are different products, even at the same size and class.
  • PVC DR. Under AWWA C900, DR14 is pressure class 305, DR18 is 235 and DR25 is 165. A DR18 line under a DR14 bid item is a substitution, even when the group header repeats your DR14 wording.

What does a leveled pipe quote look like?

Invented example. The rows come from Coffer's synthetic sample job. The supplier lines and prices are made up to show the method. They are not market prices.

Quote terms: Vendor A is delivered, tax excluded, valid 14 days. Vendor B charges $425 freight per load, excludes tax, and prices pipe at time of shipment.

To level the totals, extend each carried unit price at your quantity. Fill each gap with the same number for every vendor, such as the other vendor's unit price or your own plug, and mark it as filled. This example uses the other vendor's unit price. Vendor A's restraint gap takes only Vendor B's restraint gland price, because A's bends already include gaskets and bolts. Then add freight and other quote-level charges, and list what is still open.

The raw totals say Vendor A is $9,677 lower. Leveled, Vendor A is $608.50 lower, and its pipe is a different class and joint. The next move is two phone calls, not a pick.

How do you catch mismatches and missing items before bid day?

Map each quote the day it arrives, then make a call list for each supplier while there is still time:

  • Rows with no line and no note. A missing line is a question, not a NO QUOTE.
  • Quantities shown as quoted over needed, such as 3/4 EA. Ask whether the gap is a plan count or an omission.
  • Lines priced by the roll, reel or hundred with no stated length or count.
  • Lines with a different class, DR or joint than your list.
  • Supplier lines that match nothing on your list. An extra line can be scope you missed.
  • The revision. A revised quote can repeat every earlier line and add a few new ones, so compare it with the one before.

How does Coffer level pipe quotes?

Coffer reads, matches and levels every supplier quote and recommends a carry for each row. Each supplier line is matched to your material list and resource codes, with splits, unit conversions and quantity differences shown beside the match. Coffer ties every proposed match back to its line on the source quote, and shows why it recommends each carry. Your estimator makes the final carry decision. The comparison comes back in your own workbook, with gaps marked instead of left blank. More on the matching step: How do you match a waterworks distributor quote to your material list?
